Environmental Compliance Inspection                                                       Survey Management / Wetland Services

Eversource, Sunrise Wind Project, Brookhaven, NY (2024-current): This NYS Public Service Commission (PSC) Article VII project by Eversource Energy, which is currently under construction, involves the onshore installation of +17 miles of underground electric cable along roadways. The project terminates at an interconnect at the existing Holbrook Substation and involves several horizontal directional drills. LENV is staffing the environmental/cultural  inspection team responsible for overseeing compliance with the project’s Environmental Management and Construction Plan (EM&CP), and related plans (i.e., Spill Prevention, Control, and Containment Plan), conducting weekly SWPPP Inspections as Qualified Inspectors, and coordinating with NYS Department of Public Service (DPS) field staff. Contracted by Stantec.

Eversource, South Fork Wind Project, East Hampton, NY (2022-2024): LENV staffed the environmental inspection team in this NYS Article VII powerline project involving a new four-mile onshore 138kV transmission line associated with New York’s first offshore wind farm constructed off the coast of Long Island.  LENV’s inspectors were responsible for overseeing compliance with the project’s EM&CP and related plans, conducting weekly SWPPP Inspections as Qualified Inspectors, coordinating with DPS field staff. Contracted by Stantec.

Eversource, New Hampton to Holderness (E115) Line Rebuild Project, NH (2022-2023): LENV staffed the environmental compliance monitor on this powerline project to replace 173 wooden H-frame structures with weathering steel H-frame structures. LENV's compliance monitor assisted the contractor with implementing all federal and state environmental requirements related to the project, oversaw that construction activities are being done in accordance with those requirements, requested/tracked corrective actions, and conducted weekly NPDES construction stormwater inspections.  Contracted by Dagda Corporation.

​Cricket Valley Energy, New 345kV Transmission Line and Reconductoring, NY (2017-2020):  This project involved a new, 14.6-mile 345kV overhead transmission line and 3.4 miles of reconductoring in the Hudson Valley Region of New York.  It was authorized under an NYS Article VII Certificate.  LENV provided Lead Environmental Inspection and SWPPP Qualified Inspection services per the Stormwater Pollution Prevention Plan throughout this project. A LENV Professional Wetland Scientist also completed the 1st year post-construction wetland monitoring and report. The new line was energized in June 2019; final restoration was completed in late 2020. Contracted by Epsilon Associates.  

​New York Transco, New York Energy Solutions Project, Geotechnical Borings, NY (2020):  This Article VII project involved a new 54.5-mile 345 kV electric transmission line from Schodack, NY to Pleasant Valley, NY.  LENV provided several environmental inspectors to oversee pre-construction geotechnical borings performed along the planned route. These inspectors were responsible for ensuring that the boring operations and site restoration work were done in compliance with the client's work plan and New York State Department of Environmental Conservation (DEC) and U.S Army Corps of Engineers (USACE) permit conditions.  The geotechnical borings were completed in May 2020. Contracted by Chazen. 

Iroquois Gas Transmission System, Automated Valve Installation, NY (2020):  LENV provided environmental inspection services for a valve installation within Iroquois’ existing natural gas pipeline right-of-way in Athens, NY. Access to the work site involved crossing a DEC-regulated Freshwater Wetland, plus most of the workspace was located in the DEC-regulated Adjacent Area.  LENV provided pre-project training for the construction crew, inspected erosion and sediment controls, ensured compliance with DEC and USACE permit conditions, assessed post-construction project conditions, and prepared daily inspection reports.  The valve installation was completed in May 2020.  Contracted by Iroquois Gas.

Iroquois Gas Transmission System, Coating Digs, NY (2019): A LENV Environmental Inspector oversaw anomaly repair work on Iroquois’ 30-inch mainline in several locations near Croghan, NY.  Several dig sites were located in wetland areas and/or required equipment crossings of wetlands and streams.  The inspector's responsibilities included educating work crews on permit conditions, overseeing wetland topsoil stripping and stockpile segregation, selecting and monitoring dewatering locations, supervising restoration activities, and preparing daily inspection reports.  The project was completed in late 2019. Contracted by Iroquois Gas.

Confidential Client, Environmental Inspection Program, PA and TX (2018-2019): LENV was contracted to assist in the management of a client’s environmental inspection program on several pipeline construction projects in Texas and Pennsylvania totaling over 1,000 miles, plus a large-scale wind farm project in PA.  LENV supported the client with staffing, on-boarding, payroll, review of timesheets and expense reports, invoicing, tracking budgets, and meeting field staff on-site.    

Energy Transfer Partners/Sunoco Logistics, Mariner East 2, OH, WV, PA (2018):  Mariner East 2 involved 350 miles of 16” and 20” diameter pipeline through Ohio, West Virginia and Pennsylvania. LENV provided the Chief Environmental Inspector (CEI) for a construction spread.  The CEI was responsible for coordinating environmental construction crews with 3rd Party EIs to ensure environmental compliance throughout construction.  In addition, the LENV CEI performed site inspections, coordinated and participated in agency on-site inspections, prepared variance requests, submitted all required weekly reports, and provided recommendations for compliance improvements. Contracted by AECOM.

​Power Company of Wyoming, Chokecherry and Sierra Madre Wind Energy Project, WY (2017):  Chokecherry and Sierra Madre Wind Energy Project (CCSM) is an up to 1,000-turbine wind farm located in Carbon County, WY.  The CCSM will have wind turbines and electric infrastructure necessary to reliably and cost-effectively generate up to 3,000 megawatts of clean, sustainable electricity.  LENV provided the Environmental Compliance Manager (ECM) responsible for daily coordination of the environmental monitors, the BLM 3rd party monitor, and the construction contractor. Additional ECM responsibilities included environmental inspections, coordination and preparation of variances, preparation of weekly reports, environmental training for new project personnel, and assisting with site data collection and review.  Contracted by Power Company of Wyoming.

The Stormwater Infrastructure and MS4 Program Mapping for Three Communities Project, New York (2023). LENV successfully completed an MS4 mapping project on behalf of the Stormwater Coalition of Albany County. Mapped stormwater conveyance systems and delivered mapped data that not only fulfilled the needs of the Coalition's data model, but also improved the accuracy and quality of infrastructure mapping in three Albany County communities. Further, the LENV team seamlessly incorporated newly mapped data into existing ESRI AGOL webmaps, which brought municipalities into compliance with stormwater regulations, and enhanced access to critical infrastructure information.

 

Key Capture Energy – Sites NY 4, 5, and 19 in New Platz and Warwick, NY (2020-2021):  Delineated federal and state regulated wetlands at several sites in October 2020 and June 2021 totaling 106 acres. Contracted by EDR.

Iroquois Gas Transmission System, MLV2 Rectifier Cable Repair, St. Lawrence County, NY (2020):  This project involved the repair of a cathodic protection groundbed system located in/adjacent to federally jurisdictional wetlands and agricultural fields.  LENV conducted the wetland delineation and GPS survey, prepared the Pre-Construction Notification for the USACE - Buffalo District per Nationwide Permit 12, received a Jurisdictional Determination from the DEC, completed the Section 7 Endangered Species Act consultations with the U.S. Fish and Wildlife Services, and performed the environmental inspection of the repair activities.  The cathodic protection system was repaired in August 2020. Contracted by Iroquois Gas. 

Substation Expansion, Kerhonkson, NY (2020): LENV delineated a 1.8-acre site owned by Central Hudson to be utilized for the design and permitting of a substation expansion located east of an existing substation.  Contracted by EDR.

Key Capture Energy – Site NY 8, Cairo, NY (2020): Delineated a 21-acre site to be utilized for the design and permitting of a large-scale battery storage facility. Contracted by EDR.

Stoneleigh Avenue/Drewville Rd. Intersection Improvement Project, Carmel, NY (2020):  Delineated part of a property owned by the New York City Department of Environmental Protection (NYCDEP) that bordered the Croton Falls Reservoir in November 2020. This delineation identified the extent of federal and state wetland resource areas on the NYCDEP property that may be encroached upon from the planned road improvements. Contracted by EDR.

Terra-Gen Prattsburgh Wind Project, Steuben County, NY (2020):  Terra-Gen is proposing a 147-megawatt (MW) wind energy project in Steuben County, NY. A LENV PWS and GPS technician surveyed wetland and stream locations and characterized vegetative cover/habitat types at a series of planned turbine sites and access roads in November and December 2020. Contracted by EDR. 

Feliciano Solar – Site 1, Ticonderoga, NY (2020): Delineated federal and state wetland resource areas on an approximately 27-acre site that consisted mostly of a former apple orchard in the Adirondack Park. In total, LENV delineated 16 separate wetland features and six water features in October 2020.  The Adirondack Park Agency and the USACE reviewed and approved the wetland boundaries without any requested changes.  Contracted by EDR.

Ticonderoga Solar – Sites 2 & 3, Ticonderoga, NY (2020): The two sites together totaled approximately 134 acres within the Adirondack Park.  Habitats included emergent and forested wetlands, pastureland, wooded drainageways, and floodplains associated with Chilson Brook and Trout Brook.   In total, LENV delineated, GPS-surveyed, and documented 32 separate wetlands and 33 water features in October-December 2020. The Adirondack Park Agency and the USACE reviewed and approved the wetland boundaries on Site 2 without any requested changes.  Site 3 was withdrawn from consideration by the client. Contracted by EDR.

National Grid, Eastover-Rotterdam Upgrade Project, Rensselaer County, NY (2019):  A LENV Professional Wetland Scientist assisted with the delineation of wetlands and watercourses located along approximately 20 miles of existing powerline corridor.  The delineation task included GPS survey of flag points and photo documentation of delineated features.  The delineation was completed in June 2019. Contracted by Stantec.

Private Developer, Pleasant Valley, NY ( 2018):  A LENV Professional Wetland Scientist completed a wetland delineation, boundary documentation, and associated GPS survey of an approximately 45-acre, undeveloped property slated for a residential development.   LENV summarized its findings in a wetland delineation report.  

Nashawtuc Country Club, Wetland Resource Area Delineation, Concord and Sudbury, MA (2016-2017): LENV conducted a wetland delineation of this 243-acre, historic country club and golf course situated between the Great Meadows National Wildlife Refuge and Pantry Brook State Wildlife Management Area. LENV prepared a wetland delineation report describing site conditions and its federal/state jurisdictional determinations.   LENV completed boundary reviews with conservation commission agents and representatives in April 2017.  Contracted by BSC.

Williams Pipeline Company, Constitution Pipeline Project, NY and PA (2012-2016):  LENV provided the Environmental Field Survey Coordinator / Health & Safety Officer for a new FERC-certificated 125-mile, 30-inch diameter natural gas pipeline in un-collocated (greenfield) right-of-way.  The Environmental Field Survey Coordinator was responsible for working with the client to develop the environmental field survey protocols, training and managing all biological field survey crews (wetlands, threatened and endangered species), and conducting QA/QC on collected data.  The field coordinator also completed site walks with USACE representatives to review wetland boundaries as part of the Jurisdictional Determination process.  Contracted by AECOM.

Kinder Morgan/Tennessee Gas Pipeline Company, Northeast Energy Direct (NED) Project, PA, NY, MA, NH, and CT (2014-2016):  LENV provided the Environmental Field Survey Coordinator for a new 420-mile, 30-inch diameter natural gas pipeline, plus nine new compressor stations, aboveground facilities, and access roads.  LENV developed biological field survey protocols, trained and directly managed the biological field survey crews, and supervised all other environmental (i.e., air quality monitoring, threatened and endangered species) and cultural resource field staff.  Biological field surveys involved wetland/waterbody delineation and documentation, wetland functional assessments, wetland cover type/habitat mapping, and invasive species mapping. Contracted by AECOM.
